A public health approach to understanding and eliminating excessive police violence. Excessive police violence and its disproportionate targeting of minority communities has existed in the United States since police forces first formed in the colonial period. A personal tragedy for its victims, for the people who love them, and for their broader communities, excessive police violence is also a profound violation of human and civil rights. Most public discourse about excessive police violence focuses, understandably, on the horrors of civilian deaths. In From Enforcers to Guardians, Hannah L. F. Cooper and Mindy Thompson Fullilove approach the issue from a radically different angle: as a public health problem. By using a public health framing, this book challenges readers to recognize that the suffering created by excessive police violence extends far outside of death to include sexual, psychological, neglectful, and nonfatal physical violence as well. Arguing that excessive police violence has been deliberately used to marginalize working-class and minority communities, Cooper and Fullilove describe what we know about the history, distribution, and health impacts of police violence, from slave patrols in colonial times to war on drugs policing in the present-day United States. Finally, the book surveys efforts, including Barack Obama's 2015 creation of the Task Force on 21st Century Policing, to eliminate police violence, and proposes a multisystem, multilevel strategy to end marginality and police violence and to achieve guardian policing. Aimed at anyone seeking to understand the causes and distributions of excessive police violence--and to develop interventions to end it--From Enforcers to Guardians frames excessive police violence so that it can be understood, researched, and taught about through a public health lens.

A comprehensive examination of the connection between mass incarceration and health In an age when over two million people are incarcerated in the United States alone, the wide-reaching impact of prisons in our society is impossible to deny, and the paradoxical relationship between prisons and health has never been more controversial. Prisons are charged at the same time with being punitive and therapeutic, with denying freedom and administering treatment, with confining and rehabilitating. And they are not living up to the charge. Prisons and Health in the Age of Mass Incarceration examines the connection between prisons and health. Based on a decade of empirical research, this book explores the consequences of incarceration on inmates themselves; on the families they leave behind; on the larger communities to which they return; and, ultimately, on entire health care systems at the state and national level. Jason Schnittker, Michael Massoglia, and Christopher Uggen demonstrate that the relationship between incarceration and health is sustained by a combination of social, cultural, and legal forces, and by a failure to recognize that prisons are now squarely in the business of providing care. With an eye to the history that led us to this point, the book investigates these connections and shows how prisons undermine health and well-being. An evenhanded and comprehensive analysis, this groundbreaking volume demonstrates that the prison system produces unintended and far-reaching consequences for the health of our nation and points the way for a fairer and more effective justice system.

Getting Wrecked provides a rich ethnographic account of women battling addiction as they cycle through jail, prison, and community treatment programs in Massachusetts. As incarceration has become a predominant American social policy for managing the problem of drug use, including the opioid epidemic, this book examines how prisons and jails have attempted concurrent programs of punishment and treatment to deal with inmates struggling with a diagnosis of substance use disorder. An addiction physician and medical anthropologist, Kimberly Sue powerfully illustrates the impacts of incarceration on women's lives as they seek well-being and better health while confronting lives marked by structural violence, gender inequity, and ongoing trauma.  

In 1989, the first drug-treatment court was established in Florida, inaugurating an era of state-supervised rehabilitation. Such courts have frequently been seen as a humane alternative to incarceration and the war on drugs. Enforcing Freedom offers an ethnographic account of drug courts and mandatory treatment centers as a system of coercion, demonstrating how the state uses notions of rehabilitation as a means of social regulation. Situating drug courts in a long line of state projects of race and class control, Kerwin Kaye details the ways in which the violence of the state is framed as beneficial for those subjected to it. He explores how courts decide whether to release or incarcerate participants using nominally colorblind criteria that draw on racialized imagery. Rehabilitation is defined as preparation for low-wage labor and the destruction of community ties with "bad influences," a process that turns participants against one another. At the same time, Kaye points toward the complex ways in which participants negotiate state control in relation to other forms of constraint in their lives, sometimes embracing the state's salutary violence as a means of countering their impoverishment. Simultaneously sensitive to ethnographic detail and theoretical implications, Enforcing Freedom offers a critical perspective on the punitive side of criminal-justice reform and points toward alternative paths forward.

This book brings to the forefront the realization that a successful police career involves not only surviving the danger involved in policing but also psychological survival. In this book, a mixed approach is employed that includes research and some practical suggestions from practitioners on how best to deal with the police health crisis. It is based on research associated with police mental health together with the subsequent effects on officers' performance, physical health, and lifestyle. It begins by outlining the current challenges faced by police, including increased civil unrest, negative public reactions, and a biological siege brought about by the COVID-19 pandemic. Posttraumatic Stress Disorder and depression are reviewed and how these two conditions have been shown to promote negative health issues such as cardiovascular disease and gastrointestinal disorders, comorbid psychological conditions as well as suicide. Resilience is also discussed and its role in ameliorating stress. An overview of factors related to resilience is provided and some of the mechanisms that underpin resilience in police work are examined. Additionally, suggestions are made that may help police organizations foster resiliency in officers. The final chapter asks the question, "Where do we go from here?" The chapter discusses current legislation that will help police deal with the problem of psychological and physical health and suicide. Interventions discussed include the need for wellness programs, reducing stress through the police organization, peers support development, the use of mindfulness as a stress reduction strategy, PTSD mitigation, and reducing the fatigue health effects of shift work.

The story of America's first Mental Health Court as told by its presiding judge, Judge Ginger Lerner-Wren--from its inception in 1997 to its implementation in over 400 courts across the nation As a young legal advocate, Ginger Lerner-Wren bore witness to the consequences of an underdeveloped mental health care infrastructure. Unable to do more than offer guidance, she watched families being torn apart as client after client was ensnared in the criminal system for crimes committed as a result of addiction, homelessness, and mental illness. She soon learned this was a far-reaching crisis--estimates show that in forty-four states, jails and prisons house ten times more people with serious mental illnesses than state psychiatric hospitals. In A Court of Refuge, Judge Ginger Lerner-Wren tells the story of how the first dedicated mental health court in the United States grew from an offshoot of her criminal division, held during lunch hour without the aid of any federal funding, to a revolutionary institution. Of the two hundred thousand people behind bars at the court's inception in 1997, more than one in ten were known to have schizophrenia, bipolar disorder, or major depression. To date, the court has successfully diverted more than twenty thousand people suffering from various psychiatric conditions from jail and into treatment facilities and other community resources. Working under the theoretical framework of therapeutic jurisprudence, Judge Lerner-Wren and her growing network of fierce, determined advocates, families, and supporters sparked a national movement to conceptualize courts as a place of healing. Today, there are hundreds of such courts in the US. Poignant and compassionately written, A Court of Refuge demonstrates both the potential relief mental health courts can provide to underserved communities and their limitations in a system in dire need of vast overhauls of the policies that got us here. Lerner-Wren presents a refreshing possibility for a future in which criminal justice and mental health care can work in tandem to address this vexing human rights issue--and to change our attitudes about mental illness as a whole.
